Explanation
An attempt was made to create an encrypted child pool where the parent pool has an
unencrypted external MDisk and at least one I/O group contains hardware that is not reported as
encryption capable. It is not possible for non-encryption-capable nodes to perform encrypted
operations.

Either remove the non-encryption-capable I/O group members from the cluster or
create the pool as not encrypted.
