A host cannot have a throttle if its parent host cluster defines a host cluster throttle.
Make sure that you specified the correct host. If necessary, use the lshost command to create a list of valid hosts and retry the command with a valid host. You can tune the system by changing the host cluster throttle to accommodate the requirements of the member hosts by using the chthrottle command.
