The storage pool that was specified in the mkthrottle command already has an associated throttle.
Make sure that you specified the correct storage pool. If necessary, use the lsmdiskgrp command to create a list of valid storage pools and retry the command with a valid storage pool. If you want to change the throttle parameters for this storage pool, use the chthrottle command.
