All nodes in the I/O group must be online when issuing chiogrp commands, this error is indicating that at least one node is not currently online.
Check the status of the nodes using lsnodecanister (enclosure based systems) or lsnode (appliance based systems). If either node in the specified IO group is not currently online, follow maintenance procedures for that node and, once resolved, repeat the command.
