The host cluster that was specified in the mkthrottle command already has an associated throttle.
Make sure that you specified the correct host cluster. If necessary, use the lshostcluster command to create a list of valid host clusters and retry the command with a valid host cluster. If you want to change the throttle parameters for this host cluster, use the chthrottle command.
