In a HyperSwap® topology, all of the mirrored copies for the existing volume must have a matching site of 1 or 2 (not 3 or none). This configuration ensures that the existing volume itself has a consistent and well-defined site of 1 or 2.
Ensure that all mirrored copies of the existing volume have a matching site of 1 or 2 and then retry the command.
